Steaming along with Gandhara getting integrated is finally enough to accomplish more diplomatic range and some other issue...

I noticed this country when I was playing my (now erased) Burma campaign. They don't start with a mission tree but they do get one when forming Tibet. So that will be the play!

Tibet Mission Tree requires a Monarchy.
