WHO/WHAT CAUSED THE DUBAI FLOODING?

This is a video montage of clips I got from various places on the internet of the flooding in Dubai a few days ago. Similar flooding happened in November 2023, but not to this extent. Almost 5 inches of rain fell in under an hour, with even more rain later that night. Clearly the drainage systems in Dubai are not sufficient to handle such monsoon rains. This particular rainstorm did not at all appear to be natural. The question is, what, or who caused these torrential rains and extreme flooding?
At the beginning of the video is a mainstream media explanation. At the end of the video is an explanation from X (Twitter) user "Ariel", who has a substantial following and is a loyal American patriot. That doesn't necessarily mean he is correct all of the time.
One thing is certain, it certainly appears to be of Biblical proportions.
