EXCLUSIVE: Katherine Maher says the "the number one challenge" in her fight against disinformation is "the First Amendment in the United States," which makes it "a little bit tricky" to censor "bad information" and "the influence peddlers" who spread it.

This is NPR's censor-in-chief. “The right to have access to high integrity content often trumps the right to speech.”

She describes the robust free speech protections found in the First Amendment as a “challenge.” Katherine Maher declares we must rethink human rights in the digital realm, arguing “traditional structures of governance” may not scale up at the global level.

She says we must respect the “needs of the platforms” instead of insisting on respecting individual human rights in a way that is “impractical.” Ultimately, the “right to have access to high integrity content often trumps the right to speech.”
