Congressional bill pitches $61B loan to Ukraine

US lawmakers have decided to break a controversial foreign aid package, which includes a $61B deal for Ukraine, down into several separate bills. Congressional members want to loan the money instead of donating it to Kiev. RT’s Caleb Maupin reports.
