"The Conceptsia": Why has the IDF not had one decisive victory since 1973?

Let's talk about how and why, for the longest time, the IDF top brass and political class in Israel have had the strategy of "Conseptsia" ie, The Concept or Preconception and keeping the status quo...instead of the having decisive victories.
