Dr. John Lott talked to Steve Gruber on America’s Voice Live about ATF's new rule that expands the definition of "engaged in the business" as a firearms dealer, a step closer to a national gun registry. They also discussed CPRC's latest research on the collapse in law enforcement. Crimes are underreported as the arrest rate declines. If people don’t think the police will solve their cases, they are less likely to report them to the police.
