How metro Detroit cities are utilizing empty buildings after store closings

More than 700 Toys "R" Us stores are in the process of closing right now, and they join dozens of other Sears, KMart and other stores that are now empty over the years. One city, Westland, actually transitioned an old Circuit City store into the new city hall, saving the city $5 million on what was a plan to build a new city hall.
