Aid trucks can not enter Gaza.
But USA construction materials and equipment for port can.

The reason behind:
Gaza Marine is a natural gas field off the coast of the Gaza Strip. The Gazan marine natural gas field is located in water about 36 kilometers(22 miles) offshore at a depth of 2000 (610 meter). The field was discovered in 2000 by BG group and it is estimated to contain more than 1 trillion cubic feet of natural gas.
