While China approves the equivalent of two new coal plants every week, John Kerry insists it's up to Western countries to "lead" in the transition towards Net Zero, despite admitting that it can't be achieved unless all countries co-operate.

"If everybody sits there waiting for the other guy to move, we don't get there."
