Because if the "crisis" is over, a new one must be invented, because with the help of the crisis it is possible: to thin out a population with the help of war, Henry Kissinger wrote that war is an effective tool for thinning, you can eliminate all the fighting men in any nation, so that there will be no potential rebels or people who can oppose the regime or organize a rebellion, you can imprison people in an urban ghetto and close them with walls and gates and cameras under the lie that it is "to save them from terrorism" or from the "enemy". etc. etc. You can evict thousands from their homes, or bomb their houses and rob their lands, and more and more crimes that can be committed with the help of a simulated war.
