Does Colorado need a 'free-range parenting' law?

First Alert Action Day: Rain showers will change to all snow across the northeast plains this evening with one to two inches of accumulation possible. Snow will continue in the northern and central mountains with another 2 to 4 inches likely tonight. Utah recently became the first state to legalize a controversial parenting method called “free-range parenting,” giving parents more freedom to allow their children to do more activities independently without being punished for child neglect. The activities include walking to school, playing outside and staying at home or in the car.
