Warren rolling out plan for downtown area

The city of Warren is taking aim at devleoping its own downtown complete with hotels, clubs, bars, lofts, apartments and more. Warren Mayor Jim Fouts is touting the plan, but we take a look at what they're planning to do to create a downtown area in the city.
