This is a bit like asking "who is my neighbor?" You should keep your focus on becoming more like Christ in repentance by changing from your own sinful ways with God's help. If you are noticing the sins of others enough to be concerned with the technicalities of what "not judging" means, this is a sign you might not have your focus on what is most important!
