Art Tinoco (RivCo ROV) Blames USPS for Late Delivery of Ballots Marked March 5, 2024!

At today's Board meeting, April 2, 2024, RivCo Registrar Art Tinoco blamed the USPS for not getting ballots postmarked on election day (March 5) to their office in time to be legally counted. How many of the 5,000+ voters won't have their votes counted?
The USPS representative stated that the ROV is in charge of picking up the ballots, daily. No one at the post office delivers them to the ROV Office.
