Did Paul claim "All Should Speak in Tongues"?

In this video I take a hard look at the assertion Paul makes in 1 Cor 14 "I want you all to speak in tongues" - this is a statement of fact, that we should take somewhat like a command to every believer to do so, or is this rather a hypothetical wish, somewhat like other such statements in his letters?
