Did Neanderthals Make Art in Spain 64,000 Years Ago?

In 2018 researchers from the Max Planck Institute of Evolutionary Anthropology released a paper claiming rock art in three Spanish caves must have been made by Neanderthals. The media world-wide instantly echoed the claims as fact and it is now believed to be fact by many if not most people who have knowledge of the topic due to the media coverage. But is it fact? I'm a former science teacher. Let's verify the science.
