In my scenario, I'm giving the largest benefit of the doubt to the recovery of steering coming back the moment the first time power comes back on, and I'm using only one knot of current.

The actual scenario likely had 2 or more knots current, the rudder was probably over 20 degrees, and steering did not return when power came back on the first time and it probably happened at a further distance from the pier than in my example.
