How Much Faith Do You Have In Your Public Safety Communications?

I have very little faith in the public safety communications systems here. There are some systems that are built rock solid with several redundancies to minimize the chances of failure, then there are some systems that are sloppily thrown together with no redundancies and if one part fails, it's all down and there are no work arounds.

How solid do you think the emergency communications systems are that cover your area? Will they fail because of one simple thing?
