The comments were made after Russia vetoed the annual renewal of an expert panel meant to monitor the enforcement of United Nations sanctions against North Korea's nuclear weapons and ballistic missile programs. Russia said the experts' work was neither objective nor impartial and called the panel a tool of the West. The US said it was "deeply disappointed" with Russia's veto.
