Owning the Weather by 2025- US Military and Weather Modification

US plan to develop environmental modification technologies and geoengineering for utilization within the US Military strategies to maintain Global Supremacy in all types of Warfare during all types of conditions by the year 2025. It outlines the reasons why such a Weather Mod Division in the Military is now a necessity and even paramount for 21st century warfare. It describes altering weather phenomena by storm intensification, suppression, and influence. The Paper also stated that objectives for success included: enhanced communication, local weather creation, droughts, floods, and lightning storms.
