Rodney Davis: Lawmakers don't have the 'political will' to take on mandatory spending

Former Illinois U.S. Representative Rodney Davis says lawmakers on Capitol Hill aren't willing to "take on" mandatory spending. “Remember, the fight over annual appropriations is about 25% of the entire federal spending outlays. Th rest, the other 75%, it doesn’t matter if you shut down government for ten years. Those checks are still going out the door, the debt and the deficit is going to continue to rise because of those mandatory payments,” says Davis.
