Inquest: Why have they never brought a case for TORTURE?

The charity inquest is highly regulated by the British regime. It uses BRITISH licenced barristers, Kings Council and solicitors all reliant on there continued licencing by the state. Can you start to see why they would never bring a case under Criminal Justice Act 1988 section 134. Not even a request to the Attorney General to prosecute domestic torture. Why not? Do you think a Kings Council will proceed against the KING for torture?
