Will Mining Slow to 40kmh by 2030?

The West Australian has reported that it's been leaked of an agenda to slow West Australian drivers to 40km per hour on rural roads when the current speed limit is 110. Apparently, this is for the mining sector but could have ramifications on other road users stuck behind large train hauls. It's suspected it's part of the agenda to force people from rural communities into 15 minute cities by 2030.
