I have never been to South Bend, Indiana and I'm sure its a wonderful little town.

But that's the thing - its a little town. Even by Indiana standards its only the 4th largest city in the state.
Pete Buttigieg went from being the mayor of the 4th largest city in Indiana to being the Secretary of Transportation. His only qualification - being the first openly gay mayor/secretary.
Pandering to different demographics doesn't prevent bridges from collapsing. Doesn't prevent the collapse of our infrastructure in general.
In order to get a job you can be gay, black, Asian, woman, Latino (you can even be a straight white man, for God's sake) - but first and foremost you have to be QUALIFIED!!!
Oh, and just as a reminder - infrastructure was one of Biden's key campaign issues and he ran on the "BUILD BACK BETTER" slogan...
