Russia's President Putin mentions that Obama actually created ISIS

Russia's President, Vladimir Putin, views ISIS as a group of cold blooded mercenaries, who have no concrete ideology, but act according to the will and orders of those who pay them to butcher and torture people. And the first psychopath who publicly boasted that he controlled those mercenaries was Obama, regarding committing terror in Syria.
