For the second time in three days, Russia President Vladimir Putin addressed the people of his country as they reel from the horrific terrorist attack at a concert hall in Moscow on March 22 which has killed 139 people so far. While referring to the ISIS angle, Putin said that it is only Ukraine which would benefit from such "scare tactics".
