Russia is now mass producing FAB-3000kg bombs in Nizhny Novgorod. That's 6,600 lbs. Contrast this with the 155mm artillery, of which only 7kg are TNT explosive.

Mind you, they would still need to fly piloted planes over the drop zone. Maybe a Tupolev Tu-22M [0] could do the trick.
