Popular speculation is that this is probably old footage of both Kate & William when he often wore a cap.
Kate has more flexibility in her stride and looks much younger, likely shot on an iPhone 3GS or Blackberry circa 2006 judging by the video resolution, absence of any children and the vehicles date from 2005.
It seems as if it was passed on intentionally and exclusively to the Sun and TMZ for public consumption.
