The Hur Report left out why Biden could be convicted.

Although Special Counsel Robert Hur's report stated that Biden had broken the law, it incorrectly states that the DOJ could not get a conviction due to Biden's current memory loss. However, that is irrelevant. What matters is his mental state at the time the offense occurred in 2017, and that could be proven by Biden's statement to his ghostwriter. DOJ just does not want to pursue Joe Biden.
