I recommend seeing the original if you have time. This abridged version concentrates on Ukraine, but the original concerns Germany's place in the current scheme of international politics.

It does seem that the retired general supports Germany militarising.

But at the same time, he advocates a negotiated solution to the war in Ukraine, rather than risk a Europe wide war, that could result in a limited exchange of nuclear weapons in Ukraine.
