The House debated the Clinton economic plan. Members of the Congressional Black Caucus presented their alternative budget to the Clinton plan, and Rep. Kasich and Rep. Armey presented the Republicans' alternative economic plan. The House was scheduled to vote on the two parts of the Clinton economic plan the following day.
