Old Testament Sin- Was it just covered? Or was Israel sanctified and forgiven? Lev.4:35

Was there forgiveness under the law? Or just a covering for sin? If forgiveness, then it makes perfect sense that Jesus forgave sins before He went to the cross. If only covered, then it makes no sense at all. And in fact contradicts everything Jesus said He came to accomplish.
