IRS Tax Fraud

I ran across the short 5 minute video that explains a lot about the fraud the IRS is played on the American people. Somebody had told me that the 16th amendment allowed them to tax the 14th amendment but I haven't did my due diligence so I spoke before I researched so please forgive me for that.
