NEW: For the second time in three years, Gov. Gavin Newsom is facing the threat of a potential recall in California. The governor on Monday morning was served with a notice of intent to recall, an effort launched by a conservative activist group called Rescue California. The group helped fundraise and gather signatures for the recall attempt of the governor in 2021.
