CALIFORNIA CAN'T MANAGE ITS WATER SUPPLY

California has cut the water supply to cities and farms to just 15% of their requests because too much rainwater — 20,000 cubic feet per second — is flowing directly into the sea due to inadequate storage facilities. Seems too much is not enough.
