What happens when a homeowner won’t clean up an eyesore?

Eyesores: Almost every neighborhood has at least one. They are frustrating, we hear you Colorado. But in some cases the people who own those homes say they have a right to live how they want even if they have homes with overgrown yards, inoperable vehicles parked all over, and piles of broken junk.
