Panguil Bay Bridge Project delayed due to Insufficient Funding under the BBM Administration

The Department of Public Works and Highways (DPWH) recently reported on their Facebook Page that the Panguil Bay Bridge Project which is now 89% complete is in danger of being delayed due to the Insufficient Funds. The Question here is how can the Administration of Bong Bong Marcos (BBM) allow such a Project to be delayed when it is almost complete?
