In the Western Europe and all Europe actually these packages are not just left there on the doors, they can only be delivered in the hand of the recipient or they are delivered in boxes like closed ones which are under surveilence. Sure there are some thefts from those boxes but not 90000 out of 2 million like daily that is an insane number.
In USA many things are very uncivilised and in short like really bad.
