Check out Skyhook Extraction Mechanism from US Military. The Fulton surface-to-air recovery system (STARS), also known as Skyhook, is a system used by the Central Intelligence Agency (CIA), United States Air Force, and United States Navy for retrieving individuals on the ground using aircraft such as the MC-130E Combat Talon I and B-17 Flying Fortress.
CIA used this technology operationally in 1962 as part of Operation COLDFEET in which personnel were extracted from the ground after investigating an abandoned Soviet research station in the Arctic. It also served to inspire a scene in the 2008 Batman movie The Dark Knight.
