The film is about the British War Cabinet's struggle to "keep calm and carry on" due to a German radio broadcast called "The Voice of Terror". British intelligence summons Sherlock Holmes (Basil Rathbone) and his assistant, Dr. Watson (Nigel Bruce), to find the source of the broadcasts.
