How Long Ago Was 'The Plan' Conceived? Just After The JFK Assassination Or Perhaps Even Before?

There may be a clue at the Arlington National Cemetery in Virginia, the final resting place of the 35th President of the United States, John Fitzgerald Kennedy. Adorned by the 'John F. Kennedy Eternal Flame' presidential memorial, as adamantly requested by Jacqueline Kennedy, the site has another interesting attribute 'hidden' in its larger overall design by architect John Carl Warnecke.

Hidden, that is, until the site is viewed from above via aircraft or satellite. Wouldn't it be interesting to see the original blue prints for the construction of the site to see if there are any 'special' notations or markings on 'the plans'?

Also interesting, is that according to initial press reports the Holyhood Cemetery was originally the intended grave site for JFK, but was quickly changed when Secretary of Defense Robert McNamara suggested that JFK be placed at Arlington and Jackie agreed despite family objections.

Is it possible that 'the plan' may have already been taking shape prior to the assassination? Reportedly, an aid to one of the highest officials within JFK's Administration, stated that JFK had said he, “wanted to splinter the C.I.A. in a thousand pieces and scatter it to the winds.”
