This physics video provides a science experiment that shows you how to pull up water using atmospheric pressure.
Here's How To Do It:
To draw up a fluid in a bottle, fill the bottle with hot water and then empty the bottle. Quickly place the bottle upside down on a cold fluid (water or juice). Make sure to cut tiny openings at the mouth of the bottle so that the fluid has space to travel through otherwise it may not go up.
