Kansas House members unanimously passed a bill called "Caitlin's Law" Monday. The bill aims to increase penalties against repeat DUI offenders involved in involuntary manslaughter cases. It was proposed in response to the death of 24-year-old Caitlin Vogel from Stilwell, after she was killed by a drunk driver.
