PHOENIX, AZ - House Majority Leader Leo Biasiucci will lead a press conference on February
05, 2024 on the front lawn of the House regarding HB 2504, a critical bill to combat the vile
practice of forcibly removing human organs for transplant (forced organ harvesting). This bill
aligns with bipartisan legislation introduced in Congress in 2023.
HB 2504, also known as the Arizona End Organ Harvesting Act, prohibits insurance coverage of
organ transplants and post-transplant care if the operation was performed in China or other
foreign adversaries that have participated in forced organ harvesting. This bill was introduced by
House Majority Leader Leo Biasiucci and co-sponsored by Majority Whip Teresa Martinez,
Representative Matt Gress, and Senator Wendy Rogers.
Forced organ harvesting is a grave violation of human rights. The Chinese Communist Party is
widely acknowledged to be engaging in an industrial-scale practice of harvesting and trafficking
forcibly acquired organs. Available evidence shows that the primary victims of this horrific
practice are prisoners of conscience who are unjustly detained for their beliefs or political
affiliations, including Falun Gong practitioners, Uyghur Muslims, and other ethnic and religious
minorities.
China's unethical organ procurement practices fuel "transplant tourism," with individuals seeking
organs traveling to China for organ transplants. Chinese hospitals are often able to arrange
these procedures within weeks or even days, indicating a bank of living "donors" who are killed
on demand to support the country’s booming transplant business.
Majority Leader Biasiucci stated, “By restricting financial support for transplants from
China and other foreign adversaries, this bill would discourage Arizona residents from
inadvertently supporting or contributing to human rights abuses related to forced organ
harvesting.”
Several witnesses will be coming to testify for HB 2504 and share their personal experiences at
the press conference, including:
● Crystal Chen, who testified for Texas's SB 1040, which became the first law in the US
that specifically targets forced organ harvesting
● Yu Han, who testified during the International Religious Freedom (IRF) Summit in 2022
These witnesses will also be available for media interviews.
