Why Moses is NOT One of the Two Witnesses

Since the Bible tells us in Deuteronomy 34:5 that Moses died, then how could he be one of the two witnesses of Revelation chapter 11 who are killed and then risen back to life again? Will Moses be resurrected twice? Also, if Enoch is still living then could he be one of the two witnesses? Will Enoch's death fulfill Hebrews 9:27 which tells us that it is appointed for men once to die?
