This is ridicolous what Biden proposes and its also ridicolous that people actually discuss this like its an option. Even if you "shut down the border" from the start there is NO WAY to actually shut it. And the border is not a mechanism like a lock to shut it down or open it. Sure, there are some bariers on the roads and those are mechanism but in the rest the border is just a wall (which can be cut down) or in other places there isnt even a wall.
There is no way to shut down a border. Not even the communists with the Iron Curtain Wall the Berlin wall werent able to create an impenetrable wall. And ultimately communism failed because its not feasable economically to protect with guards and everything a wall thousands of miles long. And nowdays there are other options as well: planes, boats, border with Canada... If your country has a long border its impossible to just wall up everything and man the walls. Look at China for example, same situation and still people escape from China.
