Sanctuary City, Denver, Struggles with the SANCTUARY Part.

Denver considers itself a Sanctuary city but now they struggle to pay the bills. I've discussed this before but it seems that people are starting to wake up to the trouble this causes locally and nationally. It's creating a funding crisis that cannot be solved by continuing to as for more money.
