There are markets just as new as Maryland in terms of legalization in this country who charge less than $3k for a liscence.
And we haven't discussed how 75% of the initial Market was and still is owned by rich white MEN. one of whom was a main pusher of the social equity, no competition marketplace ruled by industry and bought out one of the only female owned dispensaries in Maryland, after they went under unable or unwilling to pay the fees being required by the state to operate A "DUAL MARKETPLACE".
