Woman police officer Chokes and pepper sprays a kid for sitting on his doorstep

A young lad was locked out of his house and was sat on his doorstep, 3 women police officers arrived for whatever reason and one of the female police officers proceeded to assault the lad by gripping his throat which escalated the situation and then proceeded to pepper spray him. What is your opinion on this?
