District Councils are outsourcing their responsibilities by deferring to flawed Central Government advice, and that advice is further deferred to the IPCC computer models for climate change.

Considering the IPCC is heavily biased as its funding comes from corporations involved in the insurance industry, this could explain why the IPCC, Central Governments, Local Governments, and the Insurance Council, all refuse to use empirical data to guide policy.
